Moroccan Government Scholarships 2026-27

This scholarship is for undergraduate, master's, and PhD students.

The Government of Morocco invites applications from Pakistani students for 10 scholarships offered by the Kingdom of Morocco for the academic year 2026–27. The scholarships are available for studies in Moroccan public institutions of higher, technical and vocational education.

Note: It is the sole responsibility of student(s) applying for any professional degree (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine etc.) to first get confirmed its accreditation from the respective Councils i.e. Pakistan Medical  and Dental  council (PMDC), Pakistan Engineering Council (PEC), Pakistan Nursing Council (PNC), Pakistan Council for Architects and Town Planners (PCATP), Pakistan Bar Council (PBC), Pakistan Veterinary Medical Council (PVMC), Pakistan Technology Council etc.

Requirements for Moroccan Government Scholarships Undergraduate Scholarship Qualification

HEC reserves the right to change or modify the nomination criteria. All admissions, scholarship awards, selection decisions and financial responsibilities remain the sole responsibility of the relevant authorities of the Kingdom of Morocco. HEC shall bear no financial liability in connection with this program.

1. Applicants must possess a Higher Secondary School Certificate (HSSC) or equivalent obtained in 2025 or 2026 with at least a “Fairly Good," “Good," or “Very Good" academic standing, age limit for bachelors program is between 19 to 23 years.
2. Applicants must hold a Bachelor's degree or an equivalent qualification in the relevant field with at least a “Good" academic record for Master's program.
3. Applicants must hold a Master's degree or an equivalent qualification that grants access to doctoral studies in the chosen field.
4. Applicant's of both cycle (Masters and Doctoral) must specify the course and institution requested. To this end, they are invited to consult the website of the Department of Higher Education: www.enssup.gov.ma as well as those of Moroccan universities.
5. Applicants must fulfil other requirements set by the concerned university in Morocco.
6. Be a Pakistani/AJK national & permanent resident of Pakistan/AJK. Dual nationality holders are not eligible.
7. All applicants are required to provide the valid HAT or USAT test score. Those applicants who do not have the valid HAT/USAT test score. Nomination criteria is based on USAT test score for Bachelors, and HAT test score for Masters/PhD programs.
8. Eligible test results for Morocco Scholarship: Applicants who already have a valid USAT and HAT test score (test taken on or after 11 June 2025 till 10 June 2026) will be considered for the nomination process.
9. The upcoming test scheduled for 5 July 2026 is NOT APPLICABLE for this scholarship.

Language Requirements

French is the primary language of instruction in most Moroccan higher education institutions, particularly in scientific, technical, and economic disciplines. Students who do not possess adequate French language proficiency may be required to undertake preparatory language courses upon arrival in Morocco. Certain programmes, such as Arabic Language and Islamic Studies, are taught in Arabic.

Documents Required for Application

Perspective applicants are not required to submit any document (hard copies) to HEC at this stage of the application process. Only shortlisted candidates will be required to submit the following documents. To avoid any inconvenience later on, perspective applicants are directed to prepare an application dossier as per following details.

1. Copy of signed application form of HEC.
2. Attested copies of all educational documents.
3. Copy of CNIC.
4. Candidate's letter of motivation.
5. Documents to certify outstanding educational performances and candidate's involvement in extracurricular and volunteering activities.
6. Letter of recommendation to emphasize candidate's qualities.
7. For doctoral students, dissertation/thesis prepared for obtaining the Master's degree and the doctoral thesis proposal.
8. Non-criminal Record (Police Clearance Certificate) not older than six months before the application deadline.
9. All applicants must submit medical certificate of satisfactory health condition. A written certificate from a physician to prove that the applicant does not have the following illnesses: AIDS, Hepatitis A, B, C or any other epidemic conditions.
10. In case of employment, No Objection Certificate (NOC) from applicant's employer will be required.

Application Deadline

How to Apply

After registering and filling your profile, go to dashboard and click “Learning Opportunities Abroad (LOA)" and select "Moroccan Govt Scholarship Program 2026" in the application form. 

• After submission of the application, get its printed copy to be signed by applicant. Do not send hard copies at this stage of the process. Only nominated candidates will be contacted for submission of hard copies of the documents.
• Make sure to use your own operational contact number and email address in HEC scholarship portal for communications regarding nomination results and documentation. In case of misinformation and wrong contact information, applicant's application may be subjected to ineligibility.
• Only submitted applications will be considered for nominations. Applications marked as saved will not be considered.

Note-II: Applicants applying for medical/dental fields are required to follow the updated instructions provided by the PMDC regarding admissions in foreign institutions.
