Presidential Amnesty Programme (PAP) Onshore Scholarship for Undergraduate and Postgraduate 2026/2027

In line with the Presidential Amnesty Programme's vision for human capital development in the Niger Delta, the Programme announces the opening of its online application portal for the 2026/2027 Onshore Scholarship Award for Undergraduate and Postgraduate Studies in Nigerian public and private tertiary institutions.

The Presidential Amnesty Programme funds tertiary study for Niger Delta students, from first tuition payment through to graduation, provided the grades hold up along the way.  Scholarship funding is one arm of the Presidential Amnesty Programme's wider work of reintegrating former Niger Delta agitators into civilian life. Rather than a one-off grant, it is built as a standing offer: qualifying students get help with tuition and related costs at approved Nigerian institutions, so long as they keep meeting the academic standards for each session.

Aim and Benefits of Presidential Amnesty Programme (PAP) Onshore Scholarship for Undergraduate & Postgraduate Government Scholarship

The Scholarship Covers:

• Tuition fees.
• Accommodation.
• Monthly In-Training-Allowance (ITA) and Book Allowance

Undergraduate track

• Covers tuition and related expenses for 2026 UTME candidates studying at selected Nigerian universities.

Postgraduate track

• Supports further study for candidates advancing toward a master's or PhD qualification, building on the same eligibility base.

Requirements for Presidential Amnesty Programme (PAP) Onshore Scholarship for Undergraduate & Postgraduate Government Scholarship Qualification

Undergraduate

• Indigene of a Niger Delta state: Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo or Rivers
• Minimum age: 16 years old
• Sat the 2026 UTME, or already a new entrant into a 100-level programme for 2026/2027 session
• Not currently awaiting WAEC or NECO results
• O'Level (WAEC/NECO) with five credits, including English and Mathematics
• 2026 UTME result on hand
• Local Government Area letter of identification
• Course of study on the approved list

Postgraduate

• Meets all undergraduate criteria listed for your state and age
• Holds a first degree (for Master's degree applicants) or a Master's degree (for PhD applicants), with statement of result or degree certificate ready.
• Completed NYSC, certificate in hand
• Local Government Area letter of identification
• Returning PAP beneficiaries need a First Class or Second Class Upper degree
• Sponsorship for repeat beneficiaries is discretionary, not guaranteed
• Course of study on the approved list
• May be asked to sit a written test ahead of interview

Funding is reviewed every session: you'll need a CGPA of at least 2.0 to remain on the scholarship, and PAP can withdraw an offer over misconduct or false information.

  • Confirm your state, age and academic record match the criteria above before you start.
• Prepare documents
  • Scan your O'Level results, UTME slip and LGA letter (plus relevant degree and NYSC certificates for postgraduate applicants).
• Submit application
  • Complete the online form and upload documents, double-checking every detail is accurate and verifiable.
• Final selection
  • Successful candidates are notified and must keep their CGPA above the minimum to stay funded.
