POGO-SCOR 2023 Visiting Fellowships For Developing Countries

This programme is jointly funded by POGO and the Scientific Committee on Oceanic Research (SCOR) and is designed to promote training and capacity building leading towards a global observation scheme for the oceans. The Programme has been a success for around 20 years, with 190 fellowships awarded since 2001.

The fellowship program is open to scientists, technicians, postgraduate students (preferably of PhD level) and post-doctoral fellows of developing countries and countries with economies in transition and involved in oceanographic work. Applicants must be citizens of developing countries or economies in transition, as defined by the Development Assistance Committee (DAC) of the OECD. List of eligible countries is available in the right hand menu. The main purpose of the program is to advance sustained ocean observations and their applications.  Priority is given to applicants in early stages of career development.

The Partnership for Observation of the Global Ocean (POGO) was founded in 1999 by directors of oceanographic institutions around the world as a forum to promote and advance the observation of the global ocean.  POGO is a UK-registered charity with member institutions from around the world, and works closely with other international and regional programmes and organisations.

Aim and Benefits of POGO POGO-SCOR Visiting Fellowships

This fellowship is intended to support training in oceanographic observations, not to learn research techniques. Its main purpose is to advance sustained ocean observations and their applications; it offers the opportunity to visit other oceanographic centres for a short period (1 to 3 months) for training on any aspect of oceanographic observations, analyses, and interpretation.

 

 


Requirements for POGO POGO-SCOR Visiting Fellowships Qualification

This fellowship programme is open to scientists, technicians, postgraduate (preferably PhD) students and post-doctoral fellows involved in oceanographic work at centres in developing countries and countries with economies in transition (e.g. Commonwealth of Independent States, Eastern Europe). Applicants must be citizens of developing countries or economies in transition, as defined by the Development Assistance Committee (DAC) of the OECD, for more information see the list of eligible countries at https://pogo-ocean.org/capacity-development/pogo-scor-fellowship-programme/.

Note that priority will be given to applicants in their early stages of career development. This fellowship is intended to support training in oceanographic observations, not research techniques. Its main purpose is to advance sustained ocean observations and their applications.

 

What are the Priority Areas?

Priority will be given to applications that address any one or more of the following topics:

  • Emerging and low-cost technologies for ocean observations
  • Physical, biological and biogeochemical sensors on floats and gliders
  • Floating litter observations and modelling
  • Open and coastal ocean observation, modelling and management
  • Data management & time series analysis
  • Underwater sound, acoustic observations and modelling
  • Optical measurements of living and non-living particles
  • Fixed-point time-series observations (e.g. contributing to OceanSITES, OBIS, IODE Ocean Data Portal, WOD and/or other shared data systems)
  • Large-scale, operational biological observations including biomolecular and biodiversity (e.g. biological EOVs, CPR, OBON and other programmes)

Interview date, Process and Venue for POGO POGO-SCOR Visiting Fellowships

The Selection Criteria involve a number of factors including:

  1. Quality of the application;
  2. Relevance of the application to the priority areas identified in the Fellowship Announcement (Emerging and low-cost technologies for ocean observations; Physical, biological and biogeochemical sensors on floats and gliders; Floating litter observations and modelling; Open and coastal ocean observation, modelling and management; Data management & time series analysis; Underwater sound, acoustic observations and modelling; Optical measurements of living and non-living particles; Fixed-point time-series observations (e.g. contributing to OceanSITES, OBIS, IODE Ocean Data Portal, WOD and/or other shared data systems); Large-scale, operational biological observations including biomolecular and biodiversity (e.g. biological EOVs, CPR, OBON and other programmes));
  3. Evidence that the training will lead to capacity-building with potential lasting impact on regional observations; and,
  4. The need to maximise regional distribution of the awards.

DEADLINE FOR APPLICATIONS IS 15 MAY 2023 23:59 (UTC+2)

  • For the 2023 POGO-SCOR Fellowship Programme, the training should begin between September 2023 and March 2024.
  • Given the current global economic situation, we may prioritize shorter duration fellowships (1-2 months), and/or fellowships that would involve shorter travel distances and/or cities with lower Cost of Living Indices

Documents Required for Application

Prior to submission, please prepare the documents you will need to upload to the application portal, ie:

  1. fellowship proposal form (use template provided below),
  2. flight quotation evidence,
  3. parent supervisor recommendation letter
  4. host supervisor acceptance letter.

However, please note that all applications must be made via the marinetraining.eu portal.

Fellowship applicants should complete the application form online, (link in the sidebar).

It is also a requirement to attach 1) a proposal form (must use the template available below), 2) flight quotation evidence, 3)  a parent supervisor recommendation letter and 4) a host supervisor acceptance letter.

The parent and host supervisor letters must specifically address this fellowship, provided in English, on institutional letterhead, dated and signed by the supervisors. The letter from the prospective host supervisor should state the standard costs per calendar month for accommodation in the local area.

Letters are to be uploaded along with the application and not sent directly to POGO email by the supervisors. 

 

Only applications that are complete in all respects will be considered for the Fellowship. 

Note: The applicant is responsible for identifying a suitable host supervisor and obtaining their agreement to host the fellowship.
